The Indiana Department of Transportation (INDOT) announced a significant change in asphalt binder specifications in 2024, transitioning from PG 64-22 to PG 58-28. This change, effective for contracts let on or after September 1, 2024, affects all base grade liquid asphalt binder in Indiana as well as the testing requirements (from AASHTO M320 to AASHTO M332, incorporating AASHTO R92 requirements). In addition, the terminology of which liquid asphalt binders are referred to will be updated to align with these changes.

At our annual Spring Kick Off meeting, Asphalt Materials, Inc. (AMI) team members from different all plant locations and departments across the Midwest came together to celebrate accomplishments from the previous year and share their plans for the year ahead.

Road managers know that the longitudinal joint is the first part of the pavement to fail. As a road’s most permeable part, this joint is susceptible to the elements. Air and water work down through this gap causing the joint to deteriorate, crack and pothole. And when the longitudinal joint fails, the rest of the road soon follows—triggering the need for even more maintenance.
During 2022, County Engineer Tony Hinkle reached out to Heritage Research Group (HRG), to have Waverly Park Road in Morgan County, Indiana, be sampled for a potential recycling project. The results from pavement sampling determined that the road was a candidate for a 4-inch Cold In-place Recycling (CIR) treatment. Based on the report’s recommendations, Hinkle made the decision to move forward with the CIR treatment to repair and preserve the pavement.
Over the years, asphalt has become the most popular choice when it comes to selecting environmentally friendly pavements. To take it one step further, cold mix pavement layers have been developed to create even more sustainable products for road construction. Cold recycling techniques are methods that not only avoid the application of heat but reuse aged asphalt pavements already within the current infrastructure. This technique used helps treat raveling, potholes, skid resistance, rutting, block cracking, and so much more.
Cold recycling includes two subcategories, cold in place recycling (CIR) and cold central plant recycling (CCPR). In this article we will highlight a successful CIR project in Jefferson County, Indiana.

Each year, the Asphalt Recycling & Reclaiming Association (ARRA) honors public officials and consulting engineers who have made outstanding contributions to the Asphalt Recycling and Reclaiming industry.
ARRA has many accomplishments of note, including the annual FHWA/ARRA In-Place Recycling Workshop, the publication of the Basic Asphalt Recycling Manual, the Federal Highway Administration’s adoption of an official policy on recycling, the National Highway Institute’s asphalt recycling and reclaiming training course, special features in the trade press, and several very successful joint annual meetings with the Asphalt Emulsion Manufacturers Association (AEMA) and the International Slurry Surfacing Association (ISSA).
The Asphalt Materials’ team continues to innovate and invest in sustainability.
A circular economy focuses on reducing waste and pollution with repair, reuse, and reduction. It entails redesigning products to be more durable, reusable, repairable, and recyclable, and therefore kept in use for as long as possible. Beyond product design innovations, it also means changing the way we consume and use goods and services.
