Bill Pine, Quality Control Director of Asphalt Technology at Heritage Construction and Materials, has been involved with the Illinois Asphalt Pavement Association (IAPA) since he started with The Heritage Group in January of 1999. While Emulsicoat was an Associate Member, he was already very familiar with the organization from his years at the Illinois Department of Transportation (IDOT) prior to The Heritage Group.
To me, being an active member requires participation and contribution. There are always opportunities to serve the association. Being actively involved takes effort but always provides dividends.

Bill’s membership with IAPA has allowed him to serve on the QC Leadership Team for several years, where the focus is the technical side of Hot Mix Asphalt (HMA). This group works closely with IDOT on numerous issues with the primary goal being to constantly improve the performance and cost effectiveness of HMA in Illinois. It’s also a great group for members to grow relationships and learn from each other.
He also serves on the Annual Meeting Committee and has presented at that meeting multiple times. Additionally, he currently serves on a technical panel (IDOT, Industry and Academia) overseeing research being performed by the University of Illinois. He’s served on several of these panels over the years.
Agencies today are much more hands-off in the day to day technical side of HMA than they were prior to QC/QA. Agency folks no longer perform mix designs, calibrate plants, proportion mixes, or set up rolling patterns. So agency folks need another avenue to learn the technical side of HMA, which will help them, and the Industry, as they become involved with evolving specifications. I believe our State Asphalt Pavement association has to play a role in educating folks, in conjunction with the State Agency, as we move forward together.
